This not too small ship (I would say over half a metre long) sits on top of a building, that once housed two very different institutions - the fire department and a business school.
The symbol for the FD is certainly a statue of St. Florian, a statue can be found on the building, too, and for a trade and business school a ship seems appropriate enough :-)

I have been living in that city for 20 years, and still go there several times a year and pass that building on foot almost every time - I have never noticed that ship. I only recently read about it on a wikipedia page and decided to make sure to catch it with my camera next time I get there.
