This is Imperia, a rather new statue from 1993 in Konstanz, Germany.
It reminds in a satirical way of the Council of Constance (early 15c), which settled the schism with several different popes all in the same time.
It shows Imperia, a courtesan (or a whore if you like) holding in one hand the Emperor and in the other hand the Pope.
